Why isn't shipping free for 2+ brushes like in the US?

We would love to have made this available in Canada but after looking closely at Canada Post's rates it became clear this wasn't going to be cost effective.  In the US we use USPS which is subsidized by the federal government which makes it inexpensive in comparison.  Furthermore no matter where we ship in the US the rates are similar.  Canada Post's rates appear to vary significantly from province to province.  After much debate we decided we'd offer our Canadian customers carrier calculated rates at a small discount.
